  Private payroll employment in France was stable in Q2 2025 (0.0% QoQ or -4.8k jobs), following a -0.1% decline in Q1. Employment was down -0.4% YoY (-93.9k) but remains +5.2% above its pre-pandemic level.

  • Temporary employment fell -0.6% QoQ and -4.1% YoY, and is now -9.2% below its pre-COVID level.
  • Construction employment declined for the 10th consecutive quarter (-0.5% QoQ, -1.9% YoY).
  • Industrial employment (ex-temp) was virtually flat at -0.1% QoQ and -0.2% YoY, but still +2.2% above end-2019.
  • Market services (ex-temp) were flat (+0.1% QoQ), though still down -0.3% YoY.
  • Non-market services continued to expand (+0.2% QoQ, +0.4% YoY), with job levels +5.7% higher than pre-pandemic.

  France’s private payroll employment declined -28.7k and was down -0.6% YoY in Q1 2025, while total payroll employment (private + public) fell -20.9k (-0.1% QoQ, -0.3% YoY).

  • The soft -0.1% QoQ decline was slightly below expectations of no change in employment.
  • Market services employment excluding temporary work fell -23.1k (-0.2% QoQ), with notable declines in other services (-14.3k), ICT (-5.5k), and wholesale/retail (-4.9k).
  • Construction employment dropped -10.3k (-0.7% QoQ), continuing its ninth straight quarterly decline and down -2.0% YoY.
  • Temporary employment fell -3.3k (-0.5% QoQ, -5.9% YoY), while permanent contracts were flat (+0.1% YoY) and fixed-term contracts fell -5.8% YoY.
  • Public employment rose +7.8k (+0.1% QoQ), led by a rebound in non-market services (+21.3k).
  • Employment among workers aged 55+ rose +2.0% YoY, but declined for all younger age groups.

  France private payroll employment increased 9.4k, basically unchanged on a quarterly basis, and down -0.3% YoY in Q1 2025, in line with expectations.

  • Non-market services employment increased 22.6k while there were declines in agriculture (-1.4k), the goods-production sector (0.0k), construction (-10.8k), and market services (-1.0k).
  • Excluding temporary work, private employment in market services increased 900.
  • On an annual basis, the cyclically sensitive sectors, construction and temporary services, were down -2.1% YoY and -5.9% YoY.
